<p>When taking a look at that Isaiah passage, I think it might be important to note the difference between God&#8217;s will and God&#8217;s heart for his people.  Certainly God longs for the Israelites to turn back to him.  But he ordains that they do not, from what I can see in Scripture, for purposes of his own.</p>
