Hlo! I’m not currently working on comics but I’ve done a little bit of it in the past. By “WIP”s I don’t mean stories, I literally mean “art pieces that are Works In Progress” haha. But I do draw in a cartoon sort of style.

I would say that usually, I get a plot idea first, then the character just naturally shows up as I’m plotting, but sometimes I do get an idea for a cool character first, and then the story plots itself around them.
