Do I make up the culture surrounding the character if it doesn’t give that much information in the manuals? I’m trying to gauge how much set world there already is, and how much I’m allowed to make up.

The amount of options for items/spells/whatever is insane. I’m loving it. Now it’s time to design a warlock without any prior knowledge of the game and horribly underestimate the amount of information I need on a character sheet.
