Do I make up the culture surrounding the character if it doesn’t give that much information in the manuals? I’m trying to gauge how much set world there already is, and how much I’m allowed to make up.

Okay, no worries! It’s easy to say someone’s characters are keeping to themselves and thus let them melt into the background. But you can always come back when you so wish.
