I agree with Min and Jonas on everything they said. Resolve of the character will balance the unresolved political structure. However there’s still a lot of things you could do to end it differently. Okay, yeah. That could definitely come in handy for some characters. For me, it’s kind of hard to think of things like that unless they’re completely random/are important to the plot.

I haven’t written anything in the dystopian genre, but I find it interesting, and I might try my hand at it someday. I don’t have any great ideas for your problem. Have you read Fahrenheit 451? For a single novel, I think you do need a defining ending.

Yeah. There might be multiple that would work well. Perhaps something along the lines of emotions they inspire in others, and/or some general things people think about them.
