Maybe you should try setting yourself parameters. For instance, set a timer for a half an hour and resolve to stay off your computer. Then, write down just a few main questions for your self. Who are my main characters? How can I describe them in less than 6 sentences? What are the major plots of my story? Once you have got down the bare bones basics, you can start writing the chapters. Before you write each chapter, you could repeat the process. Set the timer for 10 min. Write out the major plot points for that chapter with one sentence per point. Try to limit yourself to no more than ten points.
I think that would work, if not, you may need to just keep trying all sorts of things until you hit gold.
