Governor Felix because all he wants to do is sit on his stupid throne and be a dictator. *rolling eyes* I would say all my evil characters, but Festus, Agrippa, Lysias, etc. like going out in fancy parades and stuff so the people can be in awe of them, pay them honor, bow before them, whatevs.
