I think that they would already be older than 16 or even higher. But I’m making it a point in the stories that they look younger than they should for some reason.

Hm… @daeus, I considered that and it didn’t seem as strange in my opinion. Satan himself used to be one of God’s chief angels so I don’t think that it’s far off that he could be using the same form of power for nefarious uses.
